They're called "Improv Everywhere", and while the New York chapter is by far the biggest, there are also groups around Australia too. I think I'll have to join the Brisbane one, it looks like so much fun! Another stunt they did is to go into a Best Buy store (similar to Target) dressed as employees - an extra 80+ 'employees' walking around a store creates a bit of a scene!
